State and Federal transportation funding agencies have made it clear that they want no part of the trolley.
The real property owners living along the route, all of whom have excellent public transportation now, are targeted to pay the lions share of the operating costs of the trolley.
Residents will not have a changce to express their opiion in a referendum.
The trolley is supposed to encourage development and thus will benefit developers yet the developers do not have to contribute to the trolley.
